While we know the next-gen Xbox will have the ability to record game footage at your choice of a 30-second clip or the last 5 minutes of gameplay.  We were didn’t know at what kind of quality would our footage be.  Microsoft’s Marc Whitten did an interview w/ IGN and let us know that it would be 720p HD, 30fps.  Sine the clips are stored into the cloud, higher resolution may have been difficult to support/store at launch.  Although the Xbox One can support resolution up to 4K (4x the 1080p resolution) and 3D content, don’t expect that kind of quality for your recorded video clips.

I hope no one was expecting 1080p quality for their Game DVR. But that doesn’t mean that it won’t happen in the near future though.
