The folks over at Hub6 is looking to change that w/ their new Safe product. This is a new self-monitoring home security system aimed at everyday consumers that utilizes current home security + smart home products w/o the additional monthly fee. It has a SIM card inside (at no extra cost) to work in blackouts. The Safe works w/ your smartphone tablet as well as loved ones & neighbors to arm or disarm your alarms.
Keep in mind, you will need an existing security system hardwired for this to work. It was recently made available here in the US as it will cost you $249.
