Hi Mahfooz, Dual Exposure Controls and Live HDR+ require low-level capabilities in the hardware that are only available on Pixel 4, so they will not be available on older Pixel devices.

Usually or for the 1st 3 years, whenever a new Pixel is announced, most or all of its features make its way down to the previous generation. For those of you who have any version of the Pixel 3 or an earlier Pixel, one big camera feature ain’t coming.
More specifically, we’re talking about the new camera features of dual exposure controls & Live HDR+. Google’s new dual exposire controls allow you to adjust highlights/shadows via the viewfinder while the Live HDR+ allows you to see a live preview of what your HDR+ photo will look like before being processed. So according to someone asking Google’s Twitter account, they answered that it won’t trickle down.
The reason being is that the older hardware wouldn’t be able to pull it off. We’re can only assume they’re talking about their newest Pixel Neural Core CPU over their Pixel Visual Core chipset. So w/ the Pixel 4 dropping later this week, Pixel 3 users on the fence will have to decide if you want to upgrade to get more camera control. Keep in mind, that there will be several features making its way to older Pixels too. So you can still expect Live Captions, astrophotography mode, the new Recorder app, and the new Google Assistant.
